few landlocked states? Would the US have the right under international law to refuse passage into or out of those states via roads? I would guess so. What about rights to fly over adjacent states? or over riverways through another country? eg. Would Missouri have rights to travel down into the Gulf of Mexico if the US controlled both sides of the Mississippi River downstream?
