set up the Capital Police to fail by not holding over the previous shift, not calling in the next shift early, not canceling days off, giving them obsolete and defective equipment, and turning away outside help?

Oh yeah, and officers stood at some doorways and allowed people to enter. And people filed through the Capital in an orderly fashion as captured on video and not setting fires or destroying artwork?
