before about how easy it would be for Republicans to claim they were Democrats or vice versa & potentially thwart the system.

eg. we have to have 1 Democrat & 1 Republican at each table... but at some tables 1 Republican and 1 other Republican who said he was a Democrat sit down to count/tabulate the votes.

What is the difference between counting and tabulating, btw?
