Those Tolly-bawns are just mean.
My guess is that whispering Joe will up the ante and buy some more time. Literally.
Little Joe is more interested in saving face and optics than he is saving Americans and equipment.
Behind the scenes, I imagine he is groveling, begging and pleading for more time.
