their has to be a world wide catastrophic event. Hmmm, what can be worldwide, and create widespread fear? Me, me, me! Call on me teach! A deadly disease.
Next, you tell the world, (for the good of humanity, and the childrens), you must isolate yourselves.
Next everybody, (for the good of humanity, and the childrens), you must get a vaccine. (This will get people accustomed to getting things jabbed into their bodies.
Of course, if you don't get the vaccine, the you can't travel or socialize; and you can't work, so you won't be buying food, or going to a movie, or dinner, or a game.
And since you don't work, you don't need money. But they will be glad to print some government paper checks. No wait, you'll have to get a bank account and do autopay.
But people keep losing bank cards and IDs and chips will be soooooo much easier to implant a tiny chip than having to carry cash or cards, and people know from the vaccines, a little jab'll do ya.
And when the people are non-compliant, you just lock their chip so they can't buy or sell anything.
Simple.

Here is wisdom. Let him who has understanding calculate the number of the beast, for it is the number of a man: His number is 666."
