I think a lot of people want to help out an ambitious entrepreneur "of color" and all other things being equal might try and give them a chance.
Alternatively, it might alert actual racists to look elsewhere, eliminating conflict or an uncomfortable situation when they show up to do the job.
For better or worse, government agencies require certain quotas or whatever.
A brother-in-law worked for a company that was partially "minority owned". He said it was a farce, though. It got them some government contracts, but when they sat down in the boardroom everyone was a lily white male. I don't remember the details but one of the owners may have had some small percentage of Indian or eastern European and apparently that was enough to qualify.
