Again, obtaining the necessary documentation is more difficult for the groups mentioned, not to mention that places where you can get driver licenses are more often located in suburban areas where these groups are less likely to live.
The photos don't move the needle much on in-person voter fraud, which is virtually nonexistent in any case. The whole goal of photo ID is to disebfranchise certain sets of voters, and not to prevent fraud.
