Congress defined an AR-15 as an assault weapon because they decided they wanted to..

Under the 94 legislation, an assault weapon was defined as a semi-automatic rifle able to accept detachable magazines and has two or more of the following:

*Folding or telescoping stock
* Pistol grip
* Bayonet mount
* Flash suppresser

An assault rifle is a rapid-fire, magazine-fed rifle designed for military use. It is a shoulder-fired weapon that allows the shooter to select between semi-automatic, fully automatic, or three-shot-burst modes.
