comparing them means little. I'd say maybe 90% of it is due to black culture and its continued acceptance now by many/most of them.

If you blame politicians, maybe it should be for excessive or dysfunctional amounts of welfare, basically meaning that a woman can have kids without the guy (father) being unduly inconvenienced. Maybe no free birth control. Clearly many factors involved.
