You could make the argument that investors buy this art expecting it to increase in value due to the association with a world leader who might in fact turn out to be a pretty big deal.

THAT is why people buy art - it is an investments. So some folks with coin see that this work will increase in value. As for your deep state nonsense, it is just that.
