a "crisis", they use it to overstep their bounds and increase their power. Sometimes a particular "crisis" was completely brought on/invented by government itself.

Covid was a political wet dream. Not only the response to covid directly but all the "Covid has shown us these other problems we need to politicize and solve immediately".
