When Giuliani took office on January 1, 1994, the quality of life in New York had been deteriorating for at least thirty years. After ten years of Giuliani, and his designated successor—New York City was a substantially safer, richer, cleaner, and more pleasant city. Crime—especially violent crime-dropped to levels not seen since the mid-’60s. The homeless became noticeably absent and the squeegee men disappeared completely when the cops cracked down.
