He was on his way out. It's something called a lame-duck president. This is a historical term for a president who loses an election after their first term.

I'm not sure if you are aware, but they were making the election (in which Trump lost, badly) official when Babbitt along with thousands of other loons broke into the Capital Building. Their intention was to overthrow the election.
