once that is under control, the overall fix to mental healthcare should be the priority.. gummint has not shown the ability to multi-task.

If this is done locally, it is likely easier for some localities to multi-task. Smaller communities may be unable to provide the mental healthcare and would likely need to have support from county or state resources
