know and expect a certain conduct & decorum from the top politicians in the most powerful nation in the world.

When these politicians (who've been villains consistently for decades) speak with an acceptable Harvard or Yale mouth to the elite, then typical 'R' and 'D' type folk are convinced the nation is in capable hands. This is called 'pulling it off'.

Bill Clinton, for example, was quite adept at 'pulling it off'. He was a corrupt criminal who performed exactly as 'R' and 'D' type people expect and appreciate.

So what 4Tigs is saying here is that, even this low bar of just saying the right things, walking around like a live body and generally keeping the 'elite' comfortably at the trough - even by these exotically low standards Biden and Kamala are failing.
