release a bioweapon in your own country right next to the lab where it was produced.

There is plenty of reason to cover up a lab leak. It damages the credibility of a government in the eyes of its own citizens and the world. It is little different than Soviet attempts to cover up Chernobyl. The Soviets continued to try to cover up the design flaw of the RMBK reactors afterwards because they didn't want to take the others out of service.

China didn't want to damage the credibility of their expanding research labs. It is highly likely a Chinese lab was the source of the 1977 H1N1 pandemic.
