came about in two ways.

Protect the elderly, and hospitalizations and access

They used more the Minnesota model vs the CDC modeling

They said at the first shutdown that the virus was too prevalent to be able to just "go away".

That did seem consistent with what Pence was talking about early on as well. Not sure if that was from Fauci or others.

from my view, the government spent most of it time/budget on 3 things

- Medical equipment
- testing
- vaccine development

Where exactly Fauci stood on those I have no idea.
