uniform guidance to avoid any liability for not doing so.

I've also noticed that while most customers are no longer wearing masks, employees at all the stores are. That's likely for the same reason, and also possibly to appease the very small minority of mentally-ill people who complain about other people not wearing a mask. Retail stores are looking like a caste system with the low wage employees masking up.
