The US economy should grow at around 3%/yr. Last year, not only did it not grow 3%, it declined 4%. So, one could argue, at the end of 2020, the GDP was 7% down from where it should have been. Then, if it grew from that number in 2021, there would be no reason not to expect 10% growth in 2021, IF it grew to it's full potential. Now that's not really how percentages work (you'd have to look at the actual numbers), but I know I have to dumb it down for you. I think even you can do 3+4+3 and get 10.
But that would only happen if the government got out of the way and let it grow at it's natural level. Anemic growth is the calling card of the left though, so I'm not surprised Biden thought 3% growth was expected.
