it was a privilege that could be offered or revoked at the option of the school.

So as far as who draws the line, it is the school presenting the privilege of being a graduation speaker. And as far as what is the line, it is whatever they decide.

If the kid wanted to make a preachy speech on the sidewalk outside, more power to them.
