when there is no direct victim. The dealer is now subject to both dangers from police/fed agents, as well as the dangers of operating within a black market, where they have to use private security forces to settle disputes (as they cannot go to police). As the government escalates their efforts to try to shut them down, the dealer must then escalate their efforts of avoidance and defense..and the cycle continues
