It may be lazy and sometimes simply wrong. But most stereotypes, including the one he used, usually have some basis in reality. That's pretty much how stereotypes come about.

Apu owned the Quickie-mart and Chief Wiggums was the Chief of police for a reason. Their characters would not have been near as funny if they had been switched.
