state law when it amended it in the Fall of 2020 to allow mail-in voting, but ultimately the PA supreme court said it was kosher, and it was appealed (because they obviously didn't follow their own law) and SCOTUS said other states don't have standing cuz it's a state law issue.

It was BS, but based on that reasoning and ruling, what AZ does is up to Az and the feds should but out.
