Street closures require permits. Notices are sent to the police, fire & EMS, as well as other city services, to let them know of a formal street closure. Barricades are erected, often furnished by the city and installed by public works.
Compare that to a bunch of idiots just blocking traffic at a random time to interfere with motorists.
I hope to hell they called the cops and showed them the video. Then the PD can charge the dumbfuqs for obstructing traffic and hold them responsible for any damage to the car.
