Yes on the last because we use taxes to reward behaviors that are positive to society and punish those we find negative. Marriage promotes stable relationships and families, those are net positives for our society.
If you believe that government should not be in the business of shaping behaviors then there are a number of laws and sin taxes that would need to go to.
Years ago I went to a French wedding. They have the correct approach, the wedding was a ceremony held at the church we then walked down the street to the town hall where they took care of the civil paperwork. There was no connection between the religious wedding and the civil union.
