Where did you get this idea. We are individuals that have a sovereign God that has the capability to run our lives and does it whether we want to or not. if you chose to run your own life you will make a mess out of it and then die forever with no hope of live a spiritual life in paradise forever. Now the human government is still under God's authority and he is guiding it to destruction by allowing free will. In order for a human government to survive it has to use force because humans are too selfish and never look out for the greater good.
