But you look at total users, then bad outcomes as a factor of total users. And you also look at benefits of the substance as a factor. For instance, opioids have some really bad outcomes, but they also can help provide some outstanding benefits when utilized properly. Something such as crack cocaine or crystal meth does not have redeeming uses that would mitigate potential danger of its use. Looking at a substance in its totality is the only way to make rational decisions on it relative danger and hazard.
