I don't know what you mean by 'biggest welfare state', but the states of the South are as large or larger consumers of federal programs like SNAP, for instance. From a percentage basis, 13% of DC residents receive SNAP -- 15% for AL, 17% for LA, 15% for MS, 14% for OK, and 13% for FL. DC is not much different.

What business is 'independent' of the government? Ones that don't have federal contracts? There are plenty of businesses not headquartered in DC that have massive federal contracts.
