Because the traffic stop which led to the drug arrest was the LEGAL reason for detaining the person. The officers had a LEGAL reason to be there.

You are clueless about the charges which get tossed in plea deals so that oftentimes just the drug charges remain while the violent crimes where victims/witnesses are reluctant or unable to testify have the charges dropped. Part of the deal involves getting charged with only those crimes where the criminal has a chance of parole. And under covid rules, those "non-violent" offenders have been released back into society at record rates.
