Does she suggest that cops ask the race and ages of those involved and don't respond if the answer is 'they are black teens'?

Or does she suggest there will be no public outcry when the cops show up and see a knife has been pulled during said fight to just let it play out because "Teenagers have been having fights including fights involving knives for eons"?
