he was not resisting, and for the last several minutes he was not even conscious, and possibly dead already.

He was on him with a calm look and his hands in his pockets.

If he was resisting, and he got on him to restrain him, and then stopped once he was under control, that is one thing...even if he started resisting again..fine...get on him again.

That did not happen. he was not a threat for almost all of those 9 minutes..what he did was completely inexcusable and over the top.

Please explain why this message is being reported.
