to care for any suspect in custody. A duty to serve and protect. Also, at the point where he was handcuffed and being knelt on by multiple officers he stopped resisting and was simply verbally begging for his life. Verbally expressing distress while handcuffed under 3 officers is not resisting. Also, he had any indication that this was an addict in medical distress, that’s another reason to administer aid while the suspect is restrained.
