not do so. The cop knew he had a gun and had fired it at someone or something.
The kid was concealing his right hand, with the gun on the other side of the fence. When the cop ordered the kid to put his arms up, instead the kid turned towards the cop in the direction his body was screening his right hand.
In real time as the kid faces the cop and starts to raise his hand, it appears there is something in his right hand. Possibly a shadow or something caused by the strobing light. The officer fires.
Had he raised his hands instead of turning towards the cop in the direction he did, he probably would not have been shot.
