When you hear her yell "taser taser taser" it's obvious she thinks she's pulled her taser. But before she ever got that far I could she she had her gun in her hand.
The other contributing factor was pìss poor handcuffing techniques from the first officer. 1) you don't handcuff someone on the traffic side of a car. Too easy for someone to sideswipe all of you or for the suspect to pull away while resisting and end up in traffic. 2) The suspect should have been in a proper search position for handcuffing so that he was off balance and would have to telegraph a move to obtain balance by taking a step or moving one of his hands off the hood of the car.
I first thought he slipped a handcuff and had to watch it a second time to see the officer fiddle-fvck with his handcuffs and give the suspect just enough opportunity to start resisting.
All of them are guilty for allowing the suspect resist and send the entire arrest down the shìtter.
