Hunter's game is to take bribes, then his dad influences the decisions to award contracts.

Once hired, the bribing firm then runs up the contract, charges more than other firms would have, while making sure Joe and Hunter get paid their fees.

Which, in hunters case, pay for fat hookers and a buttload of meth and coke.
