IDs, and given the challenges that have been encountered in using other means to ID voters (signature, proof of residency, etc.), use of photo ID becomes the easiest and most accurate means of correctly identifying legal voters. As such, moving in that direction make practical sense. And given the importance of the citizens' right to vote, protecting that right makes sense.
