it has been widely used for the last 20-30 years. The numbers usually get thrown around everytime the balance of power switches to demonstrate the hypocrisy of both sides.

My main point was that how I interpreted it (digging means that the use of the tool was unknown and something of a surprise). For one, the number is easily found (look at cloture votes), and for two, it is a widely used tool that is used a lot because it is debated all of the time.

Please explain why this message is being reported.
