president can rescind the previous presidents orders. I guess the first president if he is fast enough, has 3 years at least before his order is rescinded, hmmm? maybe they need to make it such that a presidential order can only be rescinded by a vote of the House and Senate. But wait that might require the House and Senate to actually work, never mind.
