1) Unless you re-enter the US you are beyod their jurisdiction.

2) If you have relinquished your citizenship and re-enter the US (and get caught by the IRS), a court would toss the IRS case as (per your article) "He/she could rightly claim to no longer be a U.S. citizen after performing that act."
