a geographical area like a storm cloud, and catches a handful of people here and there.
The coronavirus transmits between humans, in direct interpersonal situations. The masks either prevent the transmission in those direct interactions or they don't. If they do prevent the spread in those interactions, then they arguably reduce the rate of the spread of the virus.
But, "prevent" is still the correct word in the context of what masks allegedly do.
