usage is inconsistent with and without mandates. The only places that have been successful are isolated places that pretty much banned all travel and very strict stay at home orders...so the only thing proven is isolation works. To some extent massive testing and isolation of those that test positive works as well. However, unless they vaccinate everyone before those parameters are taken away, they will just get their surge at some later time.
