gender.... It ceded that to the states
Article I Section 4:
"The times, places and manner of holding elections for Senators and Representatives, shall be prescribed in each state by the legislature thereof; but the Congress may at any time by law make or alter such regulations."
The Constitution neither affirmed nor denied women the right to vote... Wyoming did not need a US Constitutional Amendment when they granted women the vote in 1890..nor did Colorado in 1893 or Idaho and Utah in 1896.
