If masks work, then he lied to us to get us to not wear masks in order to preserve them for the medical professionals.

If masks don't work, then later on down the line he lied to us by telling us that they work.

"Hey guys, masks work, but we need to save 'em for the medical professionals. I'd recommend the rest of you fashion some sort of cloth face covering in the meantime."
