I don't know exactly, the role of fed. govt should be security, so there probably should be something related to that. and pragmatically other changes would be needed as well, (e.g. social programs and citizenship). But restricting immigration is an infringement of basic human rights, govt needs a good reason for that and centrally planning the economy isn't it
