Out. It doesn't require any effort on the part of the individual to identify people in need and take the time to render aid. Money kist comes out of their paycheck. They can feel good about a portion going to welfare.
When government social services fail, they have an external entity to blame. So they don't have to question whether or not they really needed to upgrade their 50 inch guest bedroom TV to 65 inches and give that money to charity instead. They don't need to reflect if they can do more. It is the government's job.
Raise taxes on those making more than them they shout. Those other people need to pay more. Then they can feel smug that others aren't doing as much as they feel others should be doing.
