Beer companies and pharma (pain meds) don't want competition.

Criminal justice (police, lawyers, courts, drug rehabilitation scams) don't want to lose revenue. Also some cultural legacy effects with criminal justice industry. (all organizations have cultures that have built up over time. Those cultures are generally resistant to change for a variety of psychological and other reasons). Also the threat of criminal prosecution for weed, is useful to police as leverage over members of the public for both proper and improper purposes.
