I think this paramedic was foreseeable for years before it happened and was predicted by many experts years before COVID-19. The government could have prevented a public health decline, quality of life, and economic hardship. Pandemics do not happen overnight. From the article "Businesses that invest in strategic, operational and financial resilience to emerging global risks will be better positioned to respond and recover." The government did not act seriously enough in their warnings.
