in the 1875 SC ruling basically saying that because international commerce and treaties between nations is in the responsiblity of the feds, immigration policy (policy which effects issues between nations)is as well.
States controlling immigration could be in direct conflict with other federal policy, therefore, immigration is a federal issue, not a state one. Is there a better way to insure state policies don't conflict with fed policies that to tell the states they can't make such policy?
Are you saying because it isn't directly addressed in the constitution, it should never be a federal issue?
