States should be able to decide on their own what laws should be followed in their state. If they don't want to collect taxes from weed sales or allow its use in their state, that is up to them according to the 10th amendment.
The only problem I see with that is their state laws would need to allow for the transport of marijuana through their state in accordance with the interstate commerce clause. But if they want to ban the production, sale, or use in their state, I'm OK with that.
