A private company probably would have fired him on the spot. In government, they get suspended with pay, and likely keep all their benefits as well.

Also, with a private company, a competing company can come in and take their business. That is not allowed in government.

Also, in government, you have other government entities defending yourself as part of that lawsuit...it has been shown over and over that prosecutors and judges certainly favor the government.

On top of that, government police are given special exemptions and protections, as well as more punishment to any one that gets in their way.
